No, it doesn't. It means that more than 12 mechs will be unveiled before launch. At the rate that PGI is actually implementing the current list in game, I doubt we'll have more than 12 in game come launch time.

I'm curious as to how you know that they won't implement more then 12 mechs or that they are implementing mechs slowly. I would think that if they unveil a mech, they'll do their best to have it in game as close to launch as possible.

As I said, the rate at which they are actually getting the mechs in game and functioning tells me that they probably won't get more than 12 finished by the time the game is released.
Remember, only 5 mechs actually have in game assets at this point according to released gameplay footage, screens, etc. And the Dragon and Jenner don't even look finished yet. And they have to model variants of whichever mechs they're doing as well. And they have to do more maps, and finish animating the existing mechs.
Basically they have about a million more important things to be doing besides padding numbers at this point.
