Are these ALL bonuses? Or are some of them nerfs? Every list I've seen uses + or - or neither and is unclear?

yes they are all buffs and some of them may be adjusted in a 2nd and or 3rd pass

Could you maybe nerf the firestarter? Ist a Little too strong now with small pulse lasers, you are usually screwed when one of those Comes up to you , but more and more often there are two or more and you got just no Chance with that cooldown... Please do something about it. (I like the Quirks, IS got a bigger Chance against clan now, but the firestarter is now stronger than most clan mechs..)
