I have a MSI gaming laptop I bought probably 3ish years back. And I'm not sure if I can even Run Mechwarrior Online for I heard it runs on CryEngine 3.
Laptop Specs As Follows:
OS: Windows 7 32 bit.
CPU: AMD Turion x2 Ultra Dual-Core Mobile ZM-82, ~2.2GHz
GPU: ATI Mobility Radeon HD 3850
Ram: 4096 MB
Should I just upgrade to a new PC now? or will the Dev team add support for lower end PC players?
CryEngine 3 on Laptops?

I have not. But I have heard thru the grape vine that CryEngine 3 as well as any of the previous CryEngines aren't very laptop friendly.

A Turion X2 is a very dated CPU; that alone will kill you. The Mobile 3850 was a good card in its day, but it's also extremely dated. In terms of flat out performance, it's actually still possibly viable, but just barely, and again, not in combination with that CPU.
If the money is there, I think it's time for an upgrade.

I found this site, but I'm not entirely sure of it's authenticity (seems really low).
And the lowest requirements for the engine in general probably won't be the lowest requirements with Mechwarrior loaded in it.

Yeah according to that website my CPU just barely meets minimum. Guess I'll just have to wait til august when I get my Smart Kid Moneys from school. I got about $1500 to spen then. lol
Also did some digging. CryEngine is not very friendly to 32 bit systems.
So, definatly time for an upgrade.

Ya, I'm gonna have to rock crapper mode for awhile myself, but as long as I have a decent frame rate I'll be happy.
Hell, I'm still happy with MW4 graphics.

^ doesn't have a bench mark runny Crysis 2, but based off how it runs Crysis 1, you should be able to run cryengine 3 stuff on low to med settings.
