Where is it?
Free Rasalhague Republic is in the game despite being a minor nation, why not have St. Ives Compact as well?
Or this because of the timeline, imminent invasion of the Clans, and them sweeping the FRR away?

Just like the FRR, St. Ives was very minor- in the overall sense. Neither had the political leadership, military power, or industrial might to effectively break away from the empires they came from. Here, it makes sense to have the FRR, just because of the Clan Invasion.

I'd love it if they're were to add the Magistracy of Canopus as well. They actually control more than twice as many systems.

from what I've read The St. Ive's Compact was created and later absorbed by house Liao, as the FRR was created by the Kuritans (BIG TECHNICALITY) to create a buffer zone and later left alone.

St. Ives Compact is a former Capellan Commonality, but it exists as of 3050, just like FRR. Conquered back in '62.
Still, doesn't me stop from wondering why FRR is the only minor power in MWO, why there is a minor power at all available for players.

Half to keep things as simple as possible. 6 main + 2 side Factions seem to be good number to keep track of. Other half due to popularity,

how many people do you think would actually run the Ive's banner?

not a lot compared to FRR or Capellan.

I think St. Ives and the other minor outlaying Territories leaves room for future expansion should everything go well with CW.

It would certainly add some flavor for the Territories that don't border the clans.

st. ives is not a faction because it is so minor that it might as well not exist. FRR controls over 80 worlds during the current game period. st. ives controls 17.

Well, the FRR did control 80 planets, now due to the Clans they control maybe half of that.
