You get +50% C-bills and +50% Exp from matches. It also enables you to create more customized private matches. Those are the benefits of premium time.

And it is true that the value of the subscription is higher the more you use it, but they certainly don't expect you to do that, they no doubt has set the price compared to an average amount of play. But you should consider the price of premium time compared to how effectively you will be able to make use of it.
However, it should be noted that they added an option in your profile page on this site to only activate 30 days at a time which is really nice for those who saves up premium time via packs and such and end up with 90 days worth. Now you don't have to spend it all at once.
That being said, subscriptions do have the problem of being of higher value to hardcore gamers compared to casual gamers so one could hope PGI would innovate and create a product more appealing to casuals. But for now, they just do what everyone else is doing.

Ingame -> Shop (Or whatever it is called, I can't remember. That yellow button over there in the upper-right corner of the screen) -> Boosters.
Of course, you will have to have MC for that.

I finally figured out how to buy it from the store (under "boosters"), but you should have a button next to the counter that takes you to the store.
This game is very poorly documented overall. Like for example I had to ask in the forums before somebody told me that OmniMechs have different configuration options than BattleMechs... after I had already wasted my CBills on an OmniMech of course.
Very frustrating experience for a new player, please improve.
