Not likely. Your graphics card would definitely be a limitation. Before I upgraded to the GTX 670 my amd 6950 would struggle with Crysis 2 running DirectX11. This game looks to be slightly more intensive than that.

I currently have no issues running games (including crysis 2), but is there anything I should maybe change or that might be recommended?
AMD FX™ 8120 Eight Core 3.10ghz ... I can overclock as I have the cooling power
8gb ram
Windows 7 64 bit
Nvidia GeForce GTX 470 Fermi 1gb

Your setup meets the recommended specs (6850 is about 10-15% faster than the 5830). It won't hit max but it should run the game well. To hit max, it be hard to say until the game comes out.
