The Highlander is commonly associated with House Liao as there were several examples in the ranks of the Northwind Highlanders, but you are correct like all Star League mechs, it was not produced in the Confederation (although I have a nagging in the back of my head there was a small factory somewhere producing spare parts, Northwind itself maybe?)
According to the Military Atlas of the 4th Succession War (Volume 1), the Earthwerks factory was damaged but reparable and was considered a key objective of Wave 2. The only 'missed' objective was Pavel Rizdik escaping Tikonov to fight another day. There is no reference to it being razed and if it was, they were not successful according to that source.
Thugs (like all Star League mechs) were not in production. During the 2nd Succession War the ability to manufacture Endo Steel (a key component of the Thug) was lost so it could not have been in production until post the Grey Death Helm Memory Core discoveries. The Thug is not in production in IS worlds in 3054 (Objective Raids Source book does not detail it as a manufactured chassis)
However yes, the Thug would be a nice addition. It's essentially a more robust Warhammer.

According to Objective Raids Source Book, the Victor was being produced on St Ives prior to the 4th Succession War. St Ives also produced the Vindicator and that line was converted to the Blackjack with Davion assistance as they did not want to produce the iconic CC mech for the St Ives Compact.
After the 4th, Davion negotiated to 'purchase' all Victor production from St Ives (presumably this is part of the deal that saw Davion troops defending St Ives against CC raids etc.) but prior to that the production should have been all Capellan Confederation.
However the canon source is less clear on the other Victor factory at Styk. That factory was destroyed and Davion technicians rebuilt it. The wording suggests that Victors were built there before the 4th Succession war but is not definitive. It may be that another mech was produced there and Victors the "new" line rebuilt on the ruins, if so that would match your description.
@ OP, apart from the factory on St Ives, the Cap COns did not manufacture any 'new' Assaults until mid to late 3050's that I am aware of. Archie MacCarron builds a factory on Menke as part of his desire to have an independant supply line (from CC) and I seem to remember the Devastator might be a mech they had the plans for?
But Home Grown full on Production is not achieved until Sun Tzu's redevelopment programs kick in around 3055 - 57.
Main Assaults classes of this 3050 time line (noting the Cap Cons had fewer then everyone else so this is not saying much) were Stalkers, Awesomes (salvage from FWL), Charger (for what it was worth), Battlemasters (only a few, but more than most states due to manufacturing depots were based in Cap Con space so spare parts are easier accessiable) and ofc, Victors.
Iconic Cap Con mechs are the Raven, the Vindicator, the Cataphract (although the Thunderbolt was in wide usage).
