No, not at all. You simply have to maneuver in a more intelligent manner. Rather than a slow-motion two-dimensional dogfight where the faster invariably wins unless he lags out or bumps into something, shots will have to be more carefully timed, and the pilot will have to balance maneuvering and firing against leaving his soft parts exposed to enemy fire, versus hiding behind cover.
It becomes a game of speed-chess with hundred-ton war machines instead of ring-around-the-Daishi.

What they are trying to do (by my interpretation) is remove the Circle of Death as the primary engagement strategy (which is funny, 'cuz I don't remember it being that effective in MW4, was just about all you did in MW3 though) by putting such things into consideration like buildings, terrain, environment etc.
They're designing maps that aren't simply empty wastelands where 16 'Mechs take turns circling each other, there will be buildings to hide behind/run between, hills that can be used to flank the enemy etc.
I'm also hoping to see radar working properly. You can't track a 'Mech that is completely hidden behind a mountain for example unless you have launched a UAV or a friendly Scout 'Mech has picked them up.
