USE ONE AT A TIME should be stamped on every round and every launcher. I drop into a battle and I'm pleasantly surprised to see a narc beacon, but then it turns to dismay when I see another, then another, and soon there are 6 enemy mechs with Narc beacons on them.

Or teams could communicate within themselves.

We should resist the urge to dumb down the game even further.

Not every target can be hit by missiles.
For example I narced one person. But no one could hit him.
So I narced another. Only one player could hit that mech.
So I narced another. 5 different LRMs converged on him and annihilated it in seconds.
Then I narced another, and this time 8 mechs could hit it.
But then I narced one more only 100 meters away, and no one could hit it.

Honestly it's up to the pilot with a NARC to be aware of where his missile boats are on the map, to a certain extent.
