I'm not needing anything massively complex; I've been getting away with Windows Movie Maker for now but the last match I recorded is one I want to put on YouTube, but it displays some actions by one or two particular players that I'm... less than thrilled about.
My... opinions on their behaviour aside; I just need something that will let me blur out the names of those two pilots (thankfully I never saw them over their heads, only on the Lance panel, Spectator panel and scoreboard) so I don't end up getting slammed for "Naming and Shaming".
Anyone know of a program that'd let me do that? I am willing to spend money, just keep it below about $60-$70 Australian or so.

Sony Vegas Movie Studio. It does quite a bit and if you get the right one its only about 20 to 30 dollars.

Thanks; I've heard of Vegas but never really looked into it. Probably because I always thought it cost a couple-hundred.

I picked my Sony Vegas 11.0 HD Platinum for like 20 or 30 dollars on Amazon. Its a little old but it does all the stuff like Green Screen, Inserting Gifs for Animations, and WebCam recording and can be connected to an HD Camera and record straight off of the image capture.

Cyberlink is nice for the dollar also. Either one is very good for video editing/making.
