while trying to upgrade standard structure to endo-steel there is no price of this upgrade

after pressing equip button, before saving config, price of standard structure appears. if you don't have c-bills for 2 upgrades (to endo-steel and to standard 800k + 400k) there is no possibility to cancel structure upgrade. only cancel all changes is working.
