Does the Radar Derp module completely negate Target Decay?

AFAIK, yes.

It doesn't negate TAG though, so if you see a tiny red laser beam, remember that the missiles will keep following you a little longer than they normally would with target deprivation.

kinda in the desc it says it does but its just shy of being a hard counter

My understanding of Radar Derp, is that it negates the standard target lock decay that we all have. However, it does not negate the bonuses from the Target Decay/Adv.Target Decay Modules.

Radar Dep. drops all Radar info when LOS is lost between two mechs. So if you have Radar Dep. and move behind terrain, the LRM boat targeting you loses all LOS and intel on you and their in-flight missiles go to the last known location, and will probably miss you.

But if some other enemy mech still has LOS on you, then the LRM boat can still target you indirectly.

That's how Radar Dep. works.

from my understanding if the mech has target decay vs radar dep, you still gets the target decay time but loose the standard tracking time.

ie with advance decay instead of 3.5 seconds, up 1 second from standard u still get 1 second of tracking

TBH, Radar Deprivation is a lot more effective than its counterpart Target Decay (which has two levels).
