-Can we buy everything in the game by playing it rather than paying?
-Are we locked out of some content if we don't pre-order/use real money?
-Is the game scalable enough to run on crappy PCs? (A must if you want the game to be popular)
-Are ALL the environments mostly enclosed and city areas? (I liked the fields of yore... and sniping)
-Do we just buy permutations of the same Mechs rather than Mechlab?
-Is legging in the game? (And balanced. Seriously, just put more armor there.)
-Are founders getting anything that's possibly an advantage? (Or is it just a tag and some lunch money?)
Feel free to answer with yes/no or point me to threads.

Based on what devs have said: Money buys convenience, not power. So you can play lots of games and save up your cbills to buy a new mech, OR you can use cash. However they have said that cash won't buy you any in-game power that couldn't be earned by a free to play player.
Devs have posted the minimum specs, but also talked about trying to optimize for lower end systems (at least one dev talked about having a low end system at home himself).
We've only seen one map in the videos so far, but I would assume they'd be adding more.
You need to destroy both legs to destroy a mech (this has been posted a bunch of times).
Founders get exactly what the packages say they get.

No. I guess you don't get a founder's mech if you dont buy one. But I'd hardly call that being locked out, you have a chance to buy one now if you want. Depends what you call content I suppose.
Cry3 Engine will tax crappy PCs. Check the minimum specs for details, in the Founder thread sticky.
We don't know much about the map environments yet, very little has been released.
At this point your questions seem so pointless that you've clearly not bothered to look yourself for answers, so I encourage you to do so. Do a bit of work yourself rather than ask us to spoon feed you perhaps?

Does the founder's thing mean I can't get an Atlas if I don't buy a founder's pack? Or is it a specific permutation or skin?

Mechlab will be in game, but i think they said they're using a hardpoint system based on offical "variants".

I've actually looked around a bit, but I'm far from understanding the game conclusively.

You didn't look very far, there is a big thread labelled NEW PLAYERS START HERE in this very forum which answers a whole bunch of your questions. There are no answers to the others because the game is far from Open beta yet and is still under NDA.

I'd rather be uncertain about something than fill in the blanks with wishful thinking or fan fiction. It makes for less disappointment when the reality becomes known.
But yeah, we're still in early, closed beta and all testers are under an NDA. Give it a couple months and maybe we'll have more information.

Excuse my dyslexia, but that page is confusing in itself.
But really, I read a lot of those and it's still not clear. I just wanted to get input from people who also processed this information.

I have been spending more time then I should on these forums and can do my best to answer these because I notice most people are throwing out the wrong answers.
Everything in game can be purchased via C-bills (the in game money) less vanity items such as paint jobs and boosts to earn faster rates of XP and or Cbills
The only content you are locked out of is the founders mechs, Which the devs have said about 100 times are the exact same as 1 of the 4 mechs you get for free when you first start the game. Except they have a custom paint job and will always give 25% more income from matches you play with them. Also they will not take up hanger slots so in a way they increase the max number of mechs you can own.
Min specs are:
CPU: Intel Core 2 Duo E6750 2.66 GHz -- AMD Athlon II X2 245e
GPU: Nvidia GeForce 8800GT -- AMD Radeon HD 5600/5700
RAM: 4 GB
OS: Windows xp 32bit
DirectX: DX9
HDD Space: 4 GB
It's not a crappy game but that is about 5 year old tech.
They have not shown us all the maps they are working on but they have said there will be a few day one and more to come. Ranging from Large open landscapes to enclosed city warfare.
You buy base chassis which have light levels of customization, You can't slap on whatever you want but you have some wiggle room. This is to help push both the sales of more mechs to keep people playing and to stop you from just having 1 mech of every wight class and just changing it to fit every need.
You cannot DESTROY legs only cripple and destroying crippling both legs sounds like it will result in a kill. One thing to note this game will have about double the armor values of the table top game on all mechs to help extend the length of the game.
The only thing a founder gets over anyone is a lifetime mech(s) that will always give 25% more C-Bills when used. It really just comes down to we will have more cash then you if we had the same playtime. Giving us more options and letting us be a little for frivolous with our C-bills.

There are quite a few similar threads to this that keep emphasising the "supposed" lack of information. I can only assume the people starting the threads are from a rival software development company attempting to limit the number of people putting cash into this game by use of the "lack of information" propaganda tool. I am going to lump you in with them.
I realise I have fed the troll, I apologise but it would make sense for all genuine MechWarrior: Online future players to ignore these attempts at subterfuge and negativity by pointing them to the search function on the forums and tell them all their questions can be answered there.

Now I think my only concern is how things are going to be balanced with credit and xp boosts.

I think YOU are a rival developper that posts in threads that convey genuine misunderstanding and try to induce the idea of subterfuge in an effort to divide the community.
