1. How do I unlock the feature to start a topic? Do I need to be an active member for a certain period?

As to 1 i am not sure, but as to 2 you can change that in you faction tab in your profile on the website.

I took a screenshot of what my Profile page looks like but I don't know how to upload the picture. But there is no Faction tab.
From left to right...
1st line: MWO icon, Game, Media, Forums, Community, Support, MC icon, Redeem, Online (status), social media icons, Profile Logout
2nd line: Badges, Profile, Credits, Email, Password, Stats, Content, Redeem, Forum Profile, Preorders. In that order from left to right.
On the Profile page the lonewolf portrait is clickable but not really. I left-click on it but nothing happens. I right-click on it and it just brings up the Profile page again.
