But in 3058 practically every mech were installed with them but this is 3049.

However, mechs you buy may not come with them from the start. So you will have to generate some c-bills and then swap out your normals for doubles.

Normals and doubles aren't compatible so he will have to swap out all of them.

In 3049, IS did not have double heat sinks.
If the devs said double heat sinks are coming, they certainly mean those double heat sinks would be on Clan 'mechs, when the Clans come to pillage your worlds.

The Caesar was in BT TRO 3050 and the flavor text says that its new ER PPC has yet to see any battle, so it leads me to believe the Caesar's double heat sinks weren't available in 3049. Clearly the ER PPC wasn't.
