Did you download the latest DirectX update from microsoft's site? it carries the 64bit components for the 64bit client. http://www.microsoft.com/en-us/download/confirmation.aspx?id=35

I had that same problem till I did that and I was installing MWO on a brand new machine.

Lots of us have had that error - some have been able to fix it running the dxwebsetup file - others have no change -

I haven't found a fix yet. - but reinstalling windows, the game, or directx, doesn't fix the problem - you will find xinput1_3.dll is in fact NOT missing if you check your system - the error is some kind of bug in the MWO code.

Well, it works fine on my computer, but this error happened on the one my kids/wife use.

I did reinstall mwo and also used the dxwebsetup.

It no longer gives the missing file error, but now when I click play on the patcher, it swirls for a second and then nothing.
If I try to start it again, it says there is already an instance running.
I check Task Manager and sure enough, there is an instance running.
I end that process try again.
Wash
Rinse
Repeat

Do a search for " xinput1_3.dll " in google or any other search engine

Download the missing file, from any legitimate source and copy the file into the below directory, then restart the game.

" C:\Windows\System32 "

This assumes that your basic hdd is labeled " C: " if not change the drive letter to match yours.

The issue on my computer was the file was called " xinput1_3x64.dll " instead of " xinput1_3.dll "

Hope this helps you all out as it fixed my issue.
