The problem is population and ghost drops. If you have 48 attackers and 12 defenders, you're going to lose three no matter what. Steiner has too many borders to defend and not enough people to defend it with. If we had one or two borders, we could probably match an organized drop. But when 6-7 powers are doing organized multi-drops on your borders...there's just no way. I'm sure the same could be said for Kurita, to a lesser extent.
