Help Finding My D/l Speed Bottleneck

So I recently upgraded to 1gbps fiber, and I have been testing the d/l speeds both with speed net, but also with real downloads. Now with speedtest.net I've capped at about 690mbps or 86.25MBps but in real world testing using steam my cap has been about 28MBps or 224mbps. What I noticed is that the download would hit 25-28MBps and then stop with a busy writing to disk for a couple of seconds, then pick up again to ~25MBps for a few seconds then drop to 0 again. I'm trying to figure out why this is occuring and how I can improve it.

Im using a 3 year old sager laptop with a Seagate Momentus 7200RPM 16MB cache SATA 3Gb/s HDD as the write disk. Core i7-2720QM with 8GB ram.

Any ideas of what is causing the slowdown?
