The reason is simple: The first page of the general Discussion is starting to get full of stickied threads, and some of those are FAQs. There are even more good FAQs or FAQ-Type Threads that could be stickied, but that would be a bit much.
The FAQ Forum should be made so that nobody except Devs can post threads there, to keep it clean. Everybody who wants to write some kind of FAQ then posts it in General Discussions and if it is deemed "worthy" it is stickied and pushed into the FAQ Forums section. Posting should be normally possible. (So, just like the Announcements forum).
I think someoen who is new would also more likely click on a "FAQ Forum" that is more or less located right at the top of the forum than look around in GD for soem unstickied thread or such.

New Players Start Here (Pretty Please!) (already stickied in GD)
Closed Beta, Founders Packs and Game Launch - A Short FAQ (already stickied in GD)
The Complete Mechwarrior Dictionary (not stickied)
MechWarrior Lore - A Beginners Guide (not stickied)
A useful introduction to MechWarrior: Online! (created by a "simple" user for new users!) (stickied in GD)
BattleMech Technology; an education! (stickied in Offtopic)
Founder's Q&A Compilation (not stickied)
And maybe even two official threads:
Russ Bullock taking questions on Founders now. (Stickied in GD)
Charged dobule or other problems- Important Read (stickeid in GD)
Additionalyl there should be a short thread explaining what I said above about how the FAQ Forum works. And maybe someone of the users would be interested in makign a FAQ with the most common beginners questions regarding MWo mechanics? ( Is there Salvage? Why can't I use Clan mechs? PVE Content? etc.)
And I propably missed some important threads, maybe someone else has more suggestions?
