Personally i would rather have something useable quickly then have to wait to double the graphics budget. And like you pointed out other games will be played, AAA / major games will be more likely to be released with dx12 so a lower hardware spec should be required vs dx10 for the same game so i would say midrange is fine.
Also 5820 is a X99 specifically the 6 core 28 lane model from intel which he said he has 8 gigs (since x99 only works with DDR4) upgrading either would be pointless unless spending over 1000. which based on 140 for GPU is unlikely.
So to sum it up having a very similar build (5820 + 16g DDR4 + Asus x99 deluxe) with a R9 270 (which really isnt a high end card) believe me a 980 isnt neccesary or reasonable on a budget unless your going for 4k in which case you wouldnt be on a budget.

I have a self imposed budget of $240 for a GPU. (Not sure where the $140 comes from?) I was worried about "Price Creep" and its happening.
FYI, the games I play are Boarderlands 3, FarCry 3, Assassin's Creed Unity, Crysis, etc. Pretty much wait for a good deal on Steam and download. I've only recently discovered MWO.
What motivated me to get a new Rig was the fact that my FPS on MWO was dipping down to 40 fps on LOW. My goal is to have my FPS not drop below 60 for at least 1 year on High or Ultra. Then I can start bumping setting down.
My GTX 550 ti served my well for 3 years without a hiccup.
From this thread it now looks like my 600 watt PSU also need to be replace. No disrespect but is that absolutely necessary? Can I go 6 mos before swapping it out? This new PSU might have 20 hrs on it.
The consensus seems to be that the R9 280 (x) or the GTX 970 are way to go. I can afford it but am having a hard time checking out the CART. $320 is a lot of money. relatively speaking.
I'll probably get liquored up and do a drunk buy one of those cards.

If you want to save money on your gpu you can often find pretty good deals on used ones, as gpus are the most often replaced parts in pc's.

The power supply question.
People suggested replacing it because from the information you gave it appears to be an OEM PSU which is an unknown quantity, PSU's are the lifeblood of your machine.
Alot of un-named OEM brands are very cheap using cheap capacitors and have terrible voltage regulation.
Given that a higher end card than a 550TI is going to increase your overall load on a PSU a bad one could become a ticking time bomb.
Or it could not.
That is the risk you take with OEM kit and entirely is up to you.
The 970 is the current place to be for 1080P gaming so if you can afford it then that's where i would go. If you can't as stated 960/280/280x are all good alternatives there is no real reason to go higher unless your going to game at a higher resolution and alot of people make that mistake.

The 6970 is Kinda Old Being Released on December 15th 2010, The Equivalent, More Modern Cards (Going by Toms Hardware GPU Hierarchy Chart) would be the HD 7850 (March 19th 2012 Release Date) & R7 265 (March 5th 2014 Release), On The Nvidia Side, From the GTX 5xx Series (That the HD 6000 Series Competed With), Would be the 570 (December 7th 2010 Release) & Then the 660 (Non Ti, Had a Release Date of September 13th 2012)

I know someone will come on here and lay a big steamy t*rd on my decision but we can't make everyone happy.
For the PSU guys, the local TigerDirect brick and mortar store is closing and I'm sure I can pick up a 1000w PSU relatively cheap. I'll check the cushions in my couch and car ash tray for extra change.
