As to your question i dont think you can run MWO on that system. and if it even launches it will be on the lowest of low settings

For reference my laptop (p75-a7200)(cost me about 800 after taxes i think) (i7, 8g ddr3, integrated intel hd graphics) gets (1440x900) with all on low and user.cfg tweaks about 22-25. maxes out at about 30 and as im finding in heavy battles like CW it will drop to 15-18.
So basically you can play MWO on cheap / old equipment but you have to decide whats playable. to me if its below 20 its not acceptable at all and under 30 is incredibly irritating.
Try looking at kits on newegg they usually have good deals on midrange gaming kits

Well for me fiveteen or twenty FPS is fine. The problem maybe going to be with the CW.

OP, one thing to keep in mind: buying a prebuilt machine may be more within your budget, but the quality will be lacking and upgrading may not be an option. Spending your current budget on piecing together a machine on your own and completing it as you get more money (ie buying one or two parts at a time as you can afford them and building your own PC over the course of a few months) would probably be a far better option. You may have to wait to play, but your PC will be far more capable.
