I'd pick the blackjack. It's not as durable, but better at hit-and-run tactics. The HBK-4P is too hot to be a brawler like the other hunchbacks, and speed is better for strikers. I also like the arm weapons for (slightly) easier aiming. That's if I'm just picking one in a vacuum.
The other consideration is what other variants you want to play with. They are similar enough that you probably won't notice the difference between them, so take a look at what would be the most fun to master.

I'd pick the blackjack, but with 2 more heatsinks and small pulse instead. Faster, higher weapon placement, cooler.

I like them both, but give the edge to the Blackjack with all ML because its more balanced and heat efficient. I don't recall if that one had JJ, but its worth a little speed if you can get that many ML floating above your target.

I'll be the dissenter and vote HBK.
HBK has significantly better torso twist (125 to BJ-1X's 80) and a STD engine. It also has a tighter weapons grouping on the RT for solid peeking. For me it's an issue of the BJ not being specialized enough. If I wanted a fast XL laser boat, I'd pick up a Firestarter.
That said, I don't really like the 4P build either. I'd rather take a more balanced weapon loadout on an SP or J.

The BJ has better ML quirks in everything except Cooldown:
Heat gen: 20% vs 10%
Range: 20% vs 0%
Duration: 20% vs 15%
Cooldown: 12.5% vs 15%
The BJ is also faster, but the HBK is more nimble and much tankier with a STD engine an structure/armor buffs. I prefer the speed, range, hitboxes, and sustained DPS of the BJ. That said, I think the HBK would win in a duel due to the superior tankability.

I vote for the Hunchback. My preferred setup.
In short, the Hunch has much more effective HP, STD engine survivability, and can pack enough firepower to breach a BJ's ST in one alpha.
The BJ is faster, but it can't really take the same sort of damage that it can potentially dish out. I've run both, and the fragility of the BJ chassis is why my Hunchies are still in the garage while the BJs were scrapped.

I using Hitman's CW build BJ-1X
4+4 ML side groups and AMS/BAP (AMS better for cw). All weapons are same and quircked + easy to improve them with modules.
Few features:
Poke like raven over the hills before 400m;
It can brawl cuz it's cool fast and accurate;
It can mix lightrushes and do not get special attention in the crowd.

I would pick the hunchie with the above build: the mpl's are the main weapon amputating limbs and torso's effectively, heat is not a big issue even alpha striking, but sticking with the mpl's would allow one to shoot 4-5 times before overheating (on a hot map!) which is enough to take out any mech not paying attention.

I personally prefer the BJ since it has just the right balance of firepower and speed for my taste as well as most of the weapons in the arms.
That being said, i usually run it with either 3 LPL or 2 LPL + 4 ML. The BJ-1X is my favourite mech and the only one i've bought two of just so i can run both versions in my CW deck for the IS

I run my 4P with 9 medium pulse and my BJ 1X with 8 medium pulse so the 4P is marginally better in that regard.
But the 1X is a smaller target so there's that.
I love them both and you CANT MAKE ME CHOOSE

Yup, love them both. Bought the HBK-4P first (Hunchbacks FTW!), ended up using a 8 ml/275std build (somewhat cooler than the build posted by the OP). Solid mech, std engine and armour quirks make it hard to kill for its weight.
The BJ-1X is the only BJ that I really still use, and it's awesome. Fast and small, its exellent as a hit-and-run skirmisher, and the 20% medlas range boost actually gives it a pretty decent range. Still, its a 45 ton mech with an XL engine, so sudden deaths are to be expected.

Blackjack; it doesn't have a Hunch (even though I love my Hunchies).
Problem: It's a meta build. Which means it will be nerfed into oblivion some time.

hunchy is more durable and bj has better quirks and speed
