Hello all,
I was thinking that they could have a sort of lotto maybe every 2 weeks where they pick a player at random and give them a bunch of C-Bills something like 25m+ or so, i know that logging in one day to see an extra pile of money would be a great thing for many people.
Your thoughts ?

Nope.
We are talking about the price of a moving war machine that wouldn't be affordable for most people.
Also, giving away too much C-Bills will decrease it's value and the value of everything bought with that currency.
But most importantly of all, PGI created packs where people pay up MC's to get C-Bills. It's of PGI's best interest to not give away too many C-Bills and a random lotto or something like that would definitely be a shot in their own foot.

sorry just can't let that go.
The value of something is determined by what it can buy not by the amount in circulation.
More c-bills do not reduce the value of c-bills.
Prices in this game are fixed and unmoving they could hand out billions to all the people playing and it would not reduce the value of c-bills.
In a market economy (which MWO is not; it is a command economy) the over supply of c-bills would result in an increase in the price of things purchased for c-bills thus reducing their value. This is what is known as inflation.
C-bills in this game are merely a time gate nothing more. They turn your time playing the game into a fictional unit of exchange.

Except for the fact that everything in this game can be bought with C-bills, and MOST things bought with MC, making (in game at least) C-bills/MC a linked currency.
Therefore, too many C-bills in game devalues MC as well. Its the reason C-bill sinks are needed.

Thank you. Being at work makes it hard to answer in time.
