Mechwarrior 4 Mercs Running At 30Fps

i used to play my old MW4:Mercs in my old Windows 7 PC and it seemed to run fine with of course max graphics and no lag or framerate issues what so ever, but since i got a new PC with Windows 8.1 i cant seem to run MW4 with smooth framerates, i cant tell if it was 60 or 120 fps before, but now it's just at 30 or sometimes lower, can anyone help me?

Yeah, I had the same issue too. For me I just upgraded to Win-10 and that fixed the FPS and the control bugs I was having.

To be fair, he's new to the forums, and on-top of that, I just tried to search the exact title of this topic, and I found nothing.

Try right clicking on the shortcut icon and select the option to run in compatibility mode.
