4790K Not Enough For Mwo?

So i keep coming back to check how the game is progressing every couple of months or so, this time i upgraded to a 4790k and was hoping to play at 60fps constant. Problem is, in some maps my 4790K drops as low as 40fps (in certain areas while theres a lot going on) greatly diminishing my aiming accuracy. How is this possible? My r9 280X is staying below 70% usage no matter how many explosions / lasers are on screen but the cpu (main thread probably) is hitting a bottleneck.

Specs:
Z97 Pro Gamer Asus
4790K stock freq/stock cooler (temps are normal i just haven't had time to install my usual cooler)
8GB hyperx @1600
R9 280X at 1100/1500 - 15.7.1 drivers
Win 7 64

So my questions are:
Does a 4790K needs to be overclocked past 4Ghz (it usually stays at 4.1) to work?
Does hyperthreading kill the fps in the game - any way to get around this without disabling HT?

my 4770k @ stock 3.5ghz runs this game fine but there are some small hickups now and then.
You might just want to turn down some settings such as shadows and particle effects *i believe* since those are heavy options for little return.

Worry not, you are not the only one who sufferes.

This is my most recent attempt at trying something to relive myself of frame rate drops, I decided to drop half the cores on my AMD FX-8350, to force the game to use only 1 thread per module (so each core gets a dedicated Floating Point) and crank it out a bit on the MHZ.

All Very High 1080p FXAA

I'm running:

z97 Sabertooth
4790K - stock speed with Noctua 12in air cooler
16 gb Gskill Sniper @ 1866
GTX 780Ti @ 1100 and 1700
Windows 10 64 Bit

at DX11
No blur
glow on
1440p
All very high except shading and post-processing at medium
No AA (don't really notice a differecne at 1440p and is a huge frame drain)

I typically reside at 100 +/- 10 fps. Some maps, like Frozen City with the Blizzard and some of the re-made maps when I am out in the open and not in cover, will drop it down to close to 60 fps but never lower. Maybe this weekend I will try your settings and see how my frames are, but honestly the 4790K should be stout enough for this game, I think.

dont think its your processor.
i run a i5-4570 with 8gb ram on a Intel mainboard and have absolutely no hickups.
one thing a friend of me told me as i was thinking about a good graphic card was that i should use a nvidia gfx because ATI got some interferences with intel procs and nvidia works together very close with intel to get the best out of their stuff.
(drivers are problem afaik which is not much to be fair :>)

so i got a Asus gtx750 TI-OC. run high to very high without any problems (even without heat problems)

i would lower some heavy effects (particle effects especially as Kira said) and try testing stuff out on you GFX settings first.

As bare-minimum tweaks, drop Post, Particles, and Environment down to merely High, but seriously consider Particles to Medium; Get the Windows Power Options set to High Performance, then get Park Control to handle your Win7-HyperThreading Issue.

Damage Glow might be an issue at stock clocks, but that's not clear: It's on Teh List of Bad Settings for CPUs, along with too much Object, Environment, Particles, and … Shadows? (Getting old blows.)

There's a lot more to test, but I'm pressed for time, just now …

Thanks for all the replies. I'm just one of those ppl sensitive to inconsistent or low fps, i can play at 720p as long as i get a constant smooth 60fps.

You're running windows 10 also most maps never dip below 60 for me either but some do. The maps that have problems can cause dips to 40fps in some certain situations (usually where brawls happen near water)

Impressive fps for a 8350 in this game. Couldn't get my old amd cpu anywhere near that kind of fps

I'll do more testing to see which maps cause problems and post some graphs, maybe something good will come of it.

At a quick guess, I too would say an Intel @3.5 is not the problem. Sure a little more could be better but its the Gcard. As mentioned, shadows are the first to go (lowered) & particles. 1080p is fine, 4.1ghz ~ its all good, gotta be the Gcard.
The R9 is 3Gb right?
May be time to butter up the Misses and splurge on a current nvidia, I did (both ;) )

Well after some reading it seems that the problem is particles. Unfortunately the GPU is the culprit (or rather the lack of optimization in MWO and video drivers from both amd and nvidia)

So from what i;ve seen and read the only card that can run particles on very high (no matter how much stuff is on screen) is a gtx980 or better from nvidia (980ti/ titan x)
The 970 has no problems with beams and water stuff but is getting killed by smoke
AMD equivalents like the 290 has no problems with smoke but is killed by laser/ ppc + water effects (no info on Fury series)

I know these are very circumstantial conditions but it did get me killed once!
Most maps run fine with the exception of forest colony water area when everybody brawls there.

I'll bet you if you logged your system performance, you would find it is not infact your GPU, but rather your CPU causing the problem.

This is not because your CPU is a problem, this is because of the bad poor thread handling of the game. Do as Goose said, and get something to better optimize how the game sees, and uses your CPU, chances are it is using HT threads over physical threads.

While changing settings as suggested above I would also suggest cap your FPS to stop the high spikes.

My mem perf is 18663 MB/s

Can't find user cfg.. Are you sure you didn't mean some other cfg because as far as i know user.cfg is for custom settings that you add manually.

minimums of 40 on a non overclocked cpu with mwo pretty much maxed out seems fine to me.

lower settings or overclock if you want better performance.

4790k should be running at 4.4ghz once you put it under some load. CPU is enough, probably just the amd drivers acting weird and the install of windows.

I got an I7 4770k not over clocked and its more than enough for MWO but I have 24 gigs system ram and a titan x with 12 gigs and I run on a 144mhz monitor. I get pretty smooth frames if MWO and all my games. If your getting a little choppiness its most likely just rendering on the server side.
