Pay to Win is subject to interpretation.

Yes you get money faster with premium subs/founders mechs, Yes if you want a particular weapon or mech you can spend real money on it. By most people definition this does not make a game pay to win as there is nothing you are getting that a non-paying player cannot get. You are paying to get things faster not to get better things.

Honestly if your definition on "pay to win" is that no player can pay to get something at a quicker rate you should stop looking at free to play games all together because I have yet to see one that does not offer the option to pay to unlock content faster.

Most people consider "pay to win" to mean you have to spend real money to get something that is better (gives an in combat advantage) than what a free player can get without ever spending money.

This says it all.

Honestly, this is nothing new to the market... hell, it is not even complicated:
Step 1) Make everything attainable to everyone with a common currency
Step 2) Provide increased opportunity for those that want to spend cash
... which leaves the one balancing issue - spend cash for opportunity vs. making money in game (rate of payment per match).

My question - what is in place to stop a team of 8 from Death-Matching each other, and one team throws the match every time - as fast as possible? I understand this questions is assuming a lot (e.g. can there be organized death matches, can people/lances pick who they fight, etc.), but I fear this issue more than people spending money on mechwarrior money for more c bills that supposedly leads to uber pawnage.
