How do the critical spaces work? How many crit spaces will be in each area and how do we configure armor and weps with the crit spaces?

Here's something you might want to take a peek at.
Those are original BT record sheets, it might give you an idea about how crit spaces were used and how they are set up in most of the stock mechs.
In general each space has 12, but some, like legs, only come with 6 free spaces because of actuators taking up space, or the center torso which as 2 because of the engine. Usually arms also have actuators, taking up more or less space, depending on if the mech has hands or modified arms.
Note that Crit space has nothing to do with HARDpoints. Hardpoints have been added by Piranha.

Also if you opt for a lighter XL engine you will lose space in the side torsos and an endo steel structure or ferro fibrous armor takes points off of every location IIRC. Those technologies shave weight off in exchange for consuming critical space and other downsides.

Will we be able to start off with XL engines, Endo steel frames and Ferro Fibrous armor? I was thinking that would be an expansion after the Clan invasion.

No, you will not be able to start off with those. You will be able to buy them, but whether or not they will be available right away remains to be seen.

All of those things have been announced for game launch.
Some of the stock mechs may feature more advanced toys. The prime Cataphract variant described in its announcement post, for instance, mounts an XL engine out of the box. The rest will probably be upgradable, though we haven't heard any word on things like cost or availability. Some of these things can get very expensive. XL engines, for instance, commonly double the price of a mech.
