That doesn't necessarily have to entirely do with balance, but rather a lot of the massive merc units that were the primary force of the Clans (before the reset) recently switched to IS.

Clan Mech are not(!) more effective.

The only Reason why Clanners on top again are their Pilots in their groundzeronerfed mechs learned to deal with this crapmechs.
PGI's last Nerfbatroundhousekick to the clanmechs generates a Highperformance-Generation of Pilots growing up.
