The "spoiler" is the antenna for its communications system.

Fluffy says it was designed as an anti-air 'Mech, so I think it's supposed to be an enhances sensor array or something silly like that. Looks a bit like the radar boom on old ships.

Nevertheless, the two 'mechs have quite a few similarities, though the Jagermech variants tend to focus on mostly ballistic weaponry, supplemented with some energy weapons and/or missiles, whereas most Rifleman configurations carry heavy energy-based firepower, usually supplemented with ballistic weaponry.

I suspect the Rifleman will tend to run a bit hotter, but otherwise there will be some overlap in terms of loadout and hill-peeking potential.
