It's actually not as terribad as it looks...
The main feature is 4 ASRM6, which packs a punch.
The LB 20-X is basically a poor man's AC/20, used instead of the UAC/20 to enable snapshotting. Obviously it has to be really close to get most of the pellets to hit, but so do SRMs for that matter...
The Flamers are really good for quickly overheating the enemy mech in brawl range, making the enemy unable to return fire.
While I'm skeptical of it being "Tier 1," I probably wouldn't want to encounter a fresh one in brawl range either.

It's a 100 ton mech which is comprised of 2 Hunch 2Cs mounted next to each other, with the same agility.
I found the 2 to be mediocre (but still better than many mechs out there)

Of course, you sacrifice any range whatsoever.
Personally, I prefer the UAC20, but I don't have the Spirit Bear, and you can pump both bursts out within the duration of SPLs. It does get hot, though.

Only if you aren't getting shot, which isn't often considering you are 100 tons, flamers are nice if you can afford to stare down a mech, same with UACs. Snapshots are your friend on that mech.
