Well I have been noticing the all mighty black screen which sends me back to the mech lab when I try to play.

I ran a tracert and noticed it times out between my router and cable modem.

Should I port forward for MWO or something?

Any help appreciated!

So far the bulk of my MWO play experience is racking up penalties because the game server keeps booting me.

Well, it's actually not uncommon for these things to get filtered out, dropped, simply not responded to, etc from the modem standpoint. The tracert itself might not be the most reliable thing here. This behavior is likely to happen with most if not all connections if it happens in a spot like that. Maybe something a bit beefier like winmrt could help diagnose where the connection experiences an issue.

Further, tracert isn't using a port like MWO is, so you wouldn't be able to dictate if port forwarding is the issue from a traceroute.

Either way, to answer your question about port forwarding, support can give you a list of port(s) and IP(s) that you need clear communication to in order to play. I'm just not certain if that will fix it for you or not.

ISP?
Wired or Wireless? computer > router > modem > ISP?
Turn off router and modem then back on.
Bypass router and connect computer directly to modem.

What other troubleshooting have been done?
