You may want to get the below app to get a better organized look at your system. Then do the standard house cleaning and maintenance. System and Virus/Mal ware checks. Defrag, free space and so on. Check your event viewer log for errors. Look for hard drive errors.

Check your resources after a normal boot. If you resources are not at 1 to 2 % at idle you need to clean up/close un need apps be for opening the game. Video and sound card drivers are the usual suspects for game issues. Mouse and game pad drivers can have an impact to.

Run a netstat/a and count the TCP and UDP connections then check the resource use. Close or kill unneeded apps and do it again. You should see a significance increase of available resources.

I recently upgraded to an RX 480 8gb and a Pixio IPS/freesync monitor. Had a tough time getting MWO to run at 144hz. The key was to change game settings from FULLSCREEN to FULL WINDOW. At mostly very high settings I can get 80 to 90 fps on River City and freesync smooths everything out beautifully. But that one setting just hosed everything to shreds.
