Watching the work around's as people disband their unit, reform it and take a fresh contract. Sometimes 3 or 4 times a night. So there is no binding to anywhere if you really don't want to.

So if you think there is an exploit, report it properly with a bit of proof to P.G.I and they will take the appropriate action.
