LAM in this game shoudnt be a fighter jet instead it must be more ot an Attack aircraft so its best to have its speed greatly reduce
in VTOL(Helicopter like) mode max will be 1/2 the mech speed while in Jet Mode max is twice the mech speed and minimum will be 1/2 the mech speed. I dont think anyone can hit a target flying at 1200 km/hr

That's what swarms of guided missiles are for!
I do agree though that their speed should be something along the lines of what you suggest. Tweaked for the individual user, naturally, for different engine sizes.
Here's a thought; rather than having them interact with the normal ground pounders, perhaps have a second game type like Battlefield 3's Air Superiority. That way nobody needs to worry about how it upsets the balance, people who love LAMs can still play with them, and people who hate LAMs can simply ignore it.

Not really sure why, but the idea of land-air mechs in Battletech has always invoked a deep-seated rage in me.

As for design I think you could have a few different variants.
A version as a ground attack plane/mech that would look similar to an A10 warthog with a AC20 in the nose and turns into a Hunchback style mech when walking.

I freakin love the idea of LAMs, I'd be all over a LAM simulator like a cheap suit!
I love that design sneakyb, although I sort-of agree with Feroce about the hand-held gun thing - it feels a bit more BTech to have them in housings with hand actuators free.
For some reason a Nova sticks in my head as a base for a LAM, due to its simpler torso-twist-less construction and loads of internal space...itd have to be a captured one in an IS project though, going on how clanners feel about LAMs
