By this logic, which I agree with, no lvl 2 should be in the game. At 3049 LVL 2 tech is not accessible or manufactured enough to be an option, even as inconsistently as it is (Whoops nda).
And by the logic of "Theres no point to put in x mech because x mech is a mech and mech y does the same thing." then no mech at all should be in the game - it should be 4 mechs, 1 assault, 1 heavy, etc. That's stupid. Quit trying to rationalize one mech over the other because if you know inner sphere designs well enough, you'll see they all are similar and that doesn't matter, in weapons or role.

I like your list (except for the Mauler, which I think is far-fetched) but you forgot two other strong runners: Banshee and Charger. I know, I know, they are underarmed (in their primary variants) but so is the Dragon, and it made it to the game anyway.

About the pool, I voted for the Cyclops, because I think it is the most likely. But apart from it's speed, the Cyclops isn't much different from an Atlas in hardpoints. So, I hope the next mech will be the Victor - a jumping, more mobile mech, with possible lots of ballistic hardpoints.
The Highlander is great, but it's very rare at this moment (3049), so it should wait a little.
