So is there more information on the political system of the Rasalhague Dominion? How does the executive body work?

This is a thing of the far future and hopefully we shall never have to see it ingame as the Free Rasalhague Republic will kick Clan butt this time

By 3052 4 years from when the game is released 8 planet will be left in the Republic. Bondsmen will be intergrated into the clans and treated as a 2nd hand Mechwarrior class.

If you ever played Mechcommander by the end of the game the bondsmen of smoke Jag were used as a suicide sqauds who would charge you in 20-35 ton mechs in the hopes that one would get a killing blow

The whole Republic would have gone but Comstar had enough and won in a blood battle on Tukayyid latter on clan Ghost Bear was so kind to its new subjects that they merge with the Republic.
