Are there any safeguards in place to prevent MWO from turning into "Assault Mech Online"?

No. No they won't. There are negatives for firing rear mounted weapons. The Jenner's speed can keep it out of the Atlas's front weapons most of the time, and make for fits trying to keep it in cross hairs.

Unless the map has zero terrain, you won't be able to avoid fire long enough against a good shot.

It isn't a matter of being mechanically incapable of being able to hit light mechs, it's a of bad players generally gravitating towards things that are "easy"- assault mechs and missile boats.

In WOT, the heavier tanks have higher repair costs that discourage people from using them every battle.
In EVE, the heavier ships are less mobile so smaller ships are more enjoyable.

Actually, the real game for comparison is probably Perpetuum. I only played in the Beta there, then decided I didn't like the game. I'm guessing that someone out there knows how they keep everyone from just using the heaviest mechs - or has that game devolved into "heavy mechs, charge!"

Perpetuum is long dead. AC always catered to big game mechanics for hundreds of people that didn't exist. There are like 7 active players left. I heard about this game from some of their soon-to-be ex-players.

It is incredibly exciting to run a light mech into a bunch of heavies/assault mechs, running around them and a few pieces of cover so they never know which way you will come out all while picking on them with small lasers and maybe a srm launcher.
To tie up some 250tonnes while you only weigh 35 or even 25 yourself.
This should get your team the win, it often does for me when I succeed in ******* off a lance of big guys, sometimes they oneshot my arse, by a lucky leg hit or by knocking me over, but mostly I stay on my foot and do a shitload more damage to them than they do to me - besides keeping them fumbling after me like a hillbilly after his greased up pig.

Seriously, pulling half a lance out of position with one Jenner tearing around at 120kph is awesome. Splitting their forces is as important as providing fire power. A good light mech pilot can lure groups of mechs away while surviving. It is surprisingly hard to hit a ducking, swerving, jumping jenner or commando who has you spotlighted for the other boats to bring the rain.

Also as far as I am aware, the scout XP tree will have awesome stuff like multi target and other delicious goodies.
JENNER FTW!
