I am currently a service member serving overseas and am receiving payment declined errors when attempting to pay for a founders package. (CC and PayPal). Who do I need to get in touch with in order to "greenlight" a purchase from a Japanese IP with an American PayPal/CC address?

All payments are made via Ultimatepay. Pretty sure they will never accept such a disparity between purchase location and billing address/th card's home territory. Check with ultimatepay's support, they handle all the transactions.

I'd look into a temporary pre-pay card, or try to purchase Ultimatepay points (I would check with Ultimatepay's support team first to ensure ultimatepay balance can be used for MWO)

You could also have a trusted family member/friend stateside login and pay for it from (digital)american soil?

Just as an update I wanted to thank the MWO support team for assisting me in getting my account "whitelisted" so that I could purchase an account. Many thanks for the prompt service.
