According to the Master Unit List, the NSR-9J was produced in 2767. It appears that it wasn't until 3057 that it and the NSR-9FC go into production. In 3065, you get the NSJ-9SS.
In the 3058 TRO, we get the following:

At the same time, several members of the GM design team died in a freak accident at GM's plant on Kathil. The First Succession War began in 2786. That puts the restart of production in 3036 at the VERY earliest. Further, it requires technology recovered and decoded from the Helm Memory Core. The latest being the Gauss Rifle which wasn't reintroduced until 3040, by the FWL (ironically, the people who destroyed the factory in the first place). If you look at the Deployment section of the TRO, it sounds like there are very limited numbers of them out there, which would support the fact that they've only been back in production for a short period of time.

Nothing I've found is definitive, but I'd go with the 3057 date for reintroduction.
