Just remember what is fun the first time in the game becomes annoying the 2-Nth time. Not that many players will have legitimate reasons for multiple accounts so it should work fine. I wouldn't even make it AI. scripted stuff and plain old target ranges etc would be fine. Sure you can bot it, but I think that'd knock out the majority of the griefers.
Also have a newbie isolation area. Until you have a certain amount of player XP you only play with other new players. Means you can ban the griefers before they affect the general population. Real newbies won't be in there that long anyways.

I know, i know but what if the user will create more than one account you say? Hmm as it is F2P it will not cost him anything, but creating a new account takes at least 15 minutes and you need a new email address every time... also switching between accounts can be a time consuming. Also if you would like to be any good with all the accounts you would have to gring like hell.
There is also one thing that will prevent you from doing any serious damage to others on higher level and that is your affection rating. You will not be able play with people when you are no eliglible for the game due to your affection ratings.
There is so many ways how to prevent griefing without taking any hard, boring introductory tutorial or whatever into the game.

SC2 is a paid game. That's the only thing preventing more than one account. If you so desired you could have many accounts. It would just be expensive. Its not like you can't buy a new copy of the game, get a fake email and create a new battlenet account.
Creating a new account has never stopped griefers before in F2p games. I don't see why you think it would suddenly be a barrier now.
If you really really want to stop them without the annoyance factor, require a valid CC number with every account. That'll stop most people. However it'll also turn off many prospective new players.

If you ask yourself "How far will a griefer go to grief? Will they do it no matter what?"... the answer is yes, they will. They will go as far as is needed to ruin your day. Why? Just because.
Should there be an introduction section to the game? Definitely... there needs to be a way to introduce people to the game who have never piloted a mech before!
Should it be skippable? Yes. Don't force people to re-play beginner missions over and over. If not, I'd be on the hunt for the cfg file to shut that boolean value off with the quickness.

1. Its a free to play game, therefore it has to attract a lot of players and attempt to hook them from the beginning.
*Believe it or not a lot of gamers HATE PVE and pointless traning.
2. PVE is easily automated.
*Scripted PVE is painfully easy to be completed through automation, therefor almost points to prevent griefers. Follows the same principle as a lot of internet security. It hinders a lot of people but for those that know what theyre doing, most wont stop what they wish to do.
3. Development
*Pretty simple, why should they take the time to implement this as opposed to some other more efficient system. Im not sure what other games you are playing but these and most systems dont work as people may want. From old systems like this in AoC or moderated like many MMO's or LoL, hell maybe its like EVE and the dev's are the ones griefing. People will always do what they want and if its hard, theyll still find ways, best you can ever do is thin out the ones that arent dedicated.and I just dont think a short PVE session is the most efficient.

Short enough and easy enough to clear over 30 minutes.
BUT when you play as Mercenary Commander, you can choose to opt out that mission and go straight to combat missions.
If you wish to play the tutorial of course you get some nice c-bills and don't worry about getting blown up too early.
Imo with a proper penalty system for too much FF damage, this won't be an issue. In any case for chat bot spamming the channel, make a mute function XD

so why not make it enforced and duel purpose anit-spam device
its not like players would ever get stuck or locked out by it
it only needs to take about 10mins

-this is friendly
-this is enemy

not hard, and with lots of shooting any new player will be excited about it... especially BT fans
yeah thats everyone on this forum, and you will all enjoy it dont even try to say you wont
you will all be overcome with joy at playing a new mechwarrior you will be a fuzzy wet nose with glee and listen closely to your instructor
i can see NO reason for a new account
you wont need multiple characters as you can unlock everything
and if you REALLY need a 2nd or 3rd account by the time you can get your self to stop playing for long enough to make it
the tutorial level will be fun anyway as you will probably experiment with trying to ace every target or some such with your vast experience
making an account finish a tute before becoming active is a great idea
will make the noobs alot less noobish too
i cant count the amount if fools who play battlefield and dont even know there is more than 5 buttons
one thing it needs to do tho, is be reaccessable
id like somewhere to test my controls with out risk when i mess about with them
also if it has tool tips pop up IE: press W for forward and i change it to E, it should adapt and say press E for forward

To eliminate griefing? You could:
- Require a free method of token-based authentication that is paired to one account. (eek, possible?)
- Allow one account per machine ID (not IP), with X number of characters.
- Allow the user to authenticate another machine ID to his account. IE, laptop, other computer.
