Nominal it (should) be.
You basically get a list of subsystems and whether they are online or offline. Once that is listed, it would then list which subsystems were not operational. If they were all green, "All systems nominal." was the last thing Betty would tell you.
If a subsystem wasn't operational, you might get.
Reactor online.
Sensors online.
Weapons online.
Radar malfunctioning.
Communications malfunctioning.
Betty is supposed to keep you up to date on your system statuses as they go offline (operational, but not available), online (operational and available) or malfunctioning (not operational and not available).
Of course, malfunctioning could be anything from the system not being available at all, to it acting very wonky or being unresponsive. A malfunctioning weapons system may not fire at all, fire on its own, or be highly prone to jamming/misfires.
Thank you for the straight run-down, and I hope that all systems that are taken into effect in the game will have a voice-update on their status.
But, Nominal has a nostalgic feeling for the initial boot-up, at least.
