They will come, and people will play them Otherwise it is a lot of coding and AI building to make them 'bots' because they 'bots' would need to be VERY VERY good AI to simulate the Clan Warriors elite skills.

IF the clans invade, the inner sphere will be galvanized and the reaction will be to beat the clans back onto reservations while doing everything they can to keep up in the arms race. Then the FedCom civil war will happen, then the Word of Blake Jihad, the formation of the Republic of the Sphere which will replace comstar as gaurdian of earth while the houses duke it out with once again equalized technology and heavy use of mercs, and little to show for it except a whole lot more mechs.
That was the literal answer.

The question logically leads to: when the clans show up (and we KNOW they will), how will it be handled. Here's my current prediction:
The Clans will be an AI force. We, as inner sphere pilots can either keep fighting each other, or go to the clan invasion front and endlessly sacrifice ourselves in order to win enough scavenged parts to make an omnimech so we can go back to fighting other inner-sphere players. The invasion will be unstoppable until the other NPC force, Comstar, magically ends it at Tukayyid. Those who fought the clans to get their edge in tech will then find the black market open up to allow every player who has cash to buy the C-Bills via credit card to buy omnimechs off the market. Some clans may be allowed after tech equalization in the form of Nova Cats (SLDF/Draconis Combine friends), Ghost Bear (FRR friends), Clan Wolf in Exile (who can't make their own mechs anymore), the Smoke Jaguar will be the scapegoat and smashed, and Jade Falcon will remain to be the place to continue the clan war small size forever.
So, in conclusion, the Clans will be AI, and an excuse to allow for new tech to be developed, salvaged, and filtered into the game. If they are actual players, they should not be allowed to purchase premium stuff, and should have to be cut off at 9pm IP address time-zone time to ensure that they 1. don't have credit cards and 2. can't stay up late. So, basically, no one over 18 will be allowed to play clans. They might have the 'hottest omni-mechs this side of outreach' but all the rest of us adults will have a blast schooling them in the art of cooperation, tactics, and strategy.

If the developers did not want to deal with integrating and balancing Clan technology they could have simply chosen to place the game in the 4th Succession War. Might not have attracted as many people, but there's no need to bother with Clan tech either.
