Both ER Large Lasers and Pulse Lasers are LosTech recovered from the Helm Memory Core.

Pulse lasers were initially developed for use by the SLDF during the Star League Era(2450). Like much of the advanced technology of the period, the ability to make pulse lasers was lost to the Inner Sphere during the Succession Wars. It was only with the discovery of the Helm Memory Core that the various Inner Sphere powers could reproduce the technology.

IS ER Large Lasers were redeveloped in 3037.
IS ER Medium and Small Lasers were (will be) redeveloped from captured Clan models in 3058.
IS Pulse Lasers (all sizes) were redeveloped in 3037.

It must have been the small pulse laser used for the Urbanmech UM-R63. I can't think of a better reason to give someone an award than building parts for Urbanmechs!

Well, if these little news flashes had something to do with the game, it would mean we get access to lostech when our "honor meter" raises to a certain point. Problem with that, however, is the fact, that it would mean most of us would use lostech and it would loose all its meaning.

Aaaaaaanyway, there was a helpful post above that should clue us in on what this news flash is really about: advances in energy weapons by the Capellans. Magna Enterprises was famed for its designs during the Star League era, ranging from fusion engines, PPCs and infantry-scale heavy laser rifles to the most advanced pulse lasers. Most important, however, is the research and development of improved original designs by Firmir, resulting in new models of standard laser weapons as well as developing extended-range variants. The advent of brand-new weapons systems is nothing short of miraculous following the hundreds of years of technological stagnation and decline brought about by the fall of the Star League.

Fimir Weaponry (the military division of Fimir Commercial) have a laser factory on Betelgeuse, Sian Commonality, Capellan Confederation in 3031, because fighting over it is the first scenario in First Strike (FASA, ISBN 1-55560-283-5).
