LCT-1M - The LCT-1M was a long range version of the Locust. This variant carried two LRM-5 launchers in place of the Machine Guns at the cost of reduced armor protection.[
i would pick LCT-3M it needs that fire power and maybe put in narc if i'm able.

i'd drive a Raven if I wanted dedicated recon.

9 times out of 10 I'll pass on any Mech that mounts any sort of M. Guns. That 10th time is when I'm offered a PRA. Gawd I love the PRA.
In the tabletop game, MG's are typically pretty useless, as they only fire one round per weapon per turn (10 seconds). In the previous MechWarrior games however, MG's have always been overpowered in the fact that they spit out one round per second that you keep the trigger pulled. I do have to wonder if they'll bring it more in line with the tabletop in this iteration. If they did, that would mean that a MG would do 0.2 dps and a single MG would have to hold down the trigger for over 30 minutes to eat through 1 ton of ammo.

If that's not an option then I would go with the LCT-5W to maintain a speed advantage and no dependency on ammo.
If neither is possible then I would go with LCT-1L for the fun of it.
If I'm going to use a light mech, I want it to be able to outrun the competition with ease. Although I'm used to the video games, and never tried the table top versions so take my opinion as is.

Possible mods... drop a machine gun for a tag and things could get interesting.

Personally, I believe that scout mechs should either have long range weapons to dictate the engagement and forestall the advance of an enemy mech, or should pack a powerful punch useful in ambush techniques. There are many mechs that can mount enough weaponry and armor to fulfill one or both of these roles, and still have the speed to be an effective scout.
Several of my favorite Inner Sphere recon mechs from the current era include:
-The Hussar. With its great speed, decent armor, low profile, and ER large laser.
-The Commando. A little on the slow side for a recon mech, it still packs a tremendous punch and is ideal for ambushes.
-The Jenner. Great firepower, great speed, decent armor, and great jump capacity. All-around an excellent scout and ambush mech.
-The Spector. Probably my favorite Inner Sphere scout mech, and perhaps one of my favorite scout mechs of all time. It carries an excellent array of beam weapons for any range, (Although I personally would like to drop the small laser in favor of more armor) it has a solid jump capacity, it is extremely fast, and it carries an ECM suite. Plus, it even looks like a miniature Pillager, another one of my favorite mechs of all time. It is a very rare mech as of 3049, but it is put back into production as of 3053. Hopefully we will see this beauty at some point in the game.

That being said, to me the Locust is good as Anti-Infantry and Garrison duty.
Locust are cheap, you can usually buy a couple Locust for the price of a Medium. Its pretty fast too so its pretty useful in Garrison duty.
So for the price of 1 Medium, you can have a Lance of Locust watching over a Strategic area.
To do some Recon, id personally go with a Raven or a Medium modified with loads of EW Equipment.
P.S.: I do hope they add the Locust, I would actually pay $$$ for the Chassis. But I doubt id actually pilot it in anything else than a Solaris "Light" Tourney...
