It isn't greatly explained in the novels, but Guild highliners and no-ships would be able to prevent most deployments anyway. Literally knowing when and where the IS would attempt to invade is sort of a deal breaker. And if Muad'Dib's Jihad carried on into the IS there would be knowing where a fleet of Guild ships would appear. And if it were the Honored Matres, they'd probably just decimate every planet they came across.

Admittedly it has a terrible model here, but it looked cool at the time. Wish someone would make a new Dune RTS.
Anything involving a Jihad always ends with the IS screwed over, thats just a given.
