Forum tells me that it was posted at 13:00 in my time zone UTC+4. That equals 09:00 UTC. PST is UTC-8, so if it's 13:00 in my time zone, it's 01:00 in PST - very easy to calculate, we're 12 hours away. Still on the site main page this news flash is marked as 09:00 PST, not 09:00 UTC.
