Prefacing this with a "these numbers pulled from footage which does not indicate the end result", but I noticed in that recent video that the Hunchback who was firing on the Catapult was legged, and was moving at 15kph. Earlier in the video, he was moving at 65kph.

This either means that 15kph is a "static legged speed" or that legging can reduce speed by about 75-80%.

Either way, ouch! Better put some armor on those legs! Anyone risking low leg armor is gonna be a sitting duck.

15kph? Isn't that the running speed of an UrbanMech?

So by extension, an Urbanmech would suffer no penalty from legging! VIVA LA URBIE

Yup. which is exactly what it should be.

I derped. Urbies are 2/3. 15 kpH is a little under half their run speed. So it's just a little slower than their walk speed. In other words, it's just a tiny bit faster than it "should be" per TT. Close enough to please me, and that's what really matters. B-)

The first thing I do when I build a mech on MW4 or MW3 is take armor off the legs (since I've generally played against AI only in the past) and put them toward the torso. I've find the idea of the legs having nearly as much armor as the CT ridiculous.

I guess that's gonna change

there is nothing funnier than taking an aimed shot and giving a mech a double love tap in the leg and finishing him at your leasuire

Sounds about right,,,, How fast can you run with a knee and ankle out of service?

Or that the hunchback pilot didn't run at full speed after being legged.
Or that legging always reduces the speed by 50 kph.
Or that a mech with the same tonnage as a hunchback will get it's speed reduced by this much, but only on this map and only when he runs uphill, while being fired by lasers in the back, while Jupiter is covered by the shadow of the moon, at daylight, while birds sing and a steiner pilot thinks about piloting anything else than an atlas. If he would have been fired by LRMs, it would have been 12 Kph, by autocannons, 18. Maybe a light one will get more or less reduction, maybe a chicken leg mech will get even less/more reduction.

Who knows?
We only have TWO numbers.

THAT SLOW?? damnit now i want quads even more since after losing 1 leg they only lose a little movement speed+all movement bonuses (lateral movement etc.)

Perfect, now the legging will be even more popular!
But well, i support this.
Good job with digging this out :)

Well, if you have a light mech, it's going to be hard to hit them, let alone hit them in the legs. So, no worries with me. (Also, this is just a guess, since I've never played a MechWarrior game before)

70 to 80 percent reduction in speed sounds about right to me. A legged mech needs to still be able to move somewhat (otherwise it is no fun for the player in that mech), but with that kind of reduction their combat capabilities have been severely compromised. Even an Atlas will be able to run circles around a mech moving at 15 kph.

The speed reduction sounds right.
Knee capping / legging are sound tactics against walkers!
If you are prepared to give, then expect to receive! ;)

Well all this means is that we are going to go waaaaay anti-lore and not aim for heads, weapons and other weak spots. We are all going to aim at that charging Atlas' crotch, nudge our crosshairs a smidgeon lower, then unleash hell upon his not-so-armored 35-year-old-pro-football-players kneecaps. Then roll over laughing uproariously as the Atlas tumbles over and gives us a Peter Griffin impression. Oh yes the fun indeed.
