360 targeting only allows you to hold your target lock (Box from pressing "R") while a mech is behind you.
It does nothing if you haven't targeted the mech with "R". It is not 360degree radar, closest thing to 360degree radar is seismic.

This statement is so wrong in regards to light/medium mechs I don't even know where to start.
Take this Jenner for instance. Remove FF and have roughly a ton less to work with. Good luck finding enough tonnage to use those 14 crits you just freed up without making some serious sacrifices.
Plenty of medium builds that make use of both Ferro and Endo.
You can even build Dragons with both FF and Endo, since they hold such large engines.

I play pretty much 100% PUG these days (or at least I did before the last patch gave me crash/freeze issues).

It really doesn't (didn't) bother me aside from the occasional 4man ECM light wolfpack. Of course with the current state of lights and ECM I doubt even that would bother me anymore.

I've had hard crashes, video freezing, CTD.

You want to narc a mech that no one is shooting, and then have someone fire 100 lrm's at it, all at once. If you do that, then that guy is pretty much hosed.

As for the source about cutting through ECM, I believe it was from the NGNG podcast recently, where Omid talked about it. I'm not sure though whether the NARC currently cuts through ECM or not though. I would love it if someone could figure this out conclusively, or have a developer tell us how it works currently.

That aspect is harder to test, since it requires a certain configuration of enemies.

Yup, this is what I was attempting to do in my 3L last night (before I gave up due to crashing)
ECM, TAG, NARC. Go find the enemy LRM boats and narc/tag them for return fire.
