Thank you for finally answering this Bryan.

I think your statement that the reporter was in the wrong is unfounded, however. The vast majority of his news blurb was direct quotation, and did not include speculation or the assertion that it was a certainty to happen.

The "lower arm actuator" is really just to allow for rotation along the horizontal. See the Ye Lo Wang for example, which doesn't have it. The arm can only rotate vertically.
