The guide I am reading says it should be upgraded to double heatsinks, but I just can't figure out where to put them. What am I missing here?

The highlighted group is bound to your left click.
The #2 group is bound to your right click.
So, whatever group you want to be fired with left click, keep that group highlighted using the arrow keys. Group #2 is always bound to your right click.
Also, don't use an XL 245 in the jenner. You always want a max size engine for lights, speed = life. If you cannot afford the largest engine, at lease use a 250 size engine.
You want at least a 250 because that comes with 10 engine heat sinks. That is why when you use a 245 it says you need another heat sink, the engine only comes with 9 and you need a minimum of 10. If you use a 250 size engine, you get more speed and that heatsink built in for the cost of .5 tons. Also, engine double heat sinks cool at the full 2.0 cooling, any heat sinks you put outside the engine only cool at 1.4, so generally speaking, you want to try and use a 250 size engine or larger in all of your builds, so you get the maximum amount of the best type of double heatsink.

As for my Jenner, I did some reading on the different types of engines, and with the money I had, and the weight available, I went with the STD 270. That combined with 2 medium lasers and a small laser has proven to be pretty effective thus far. I'm still looking at other ways to tweak it a bit, but so far I am liking it.

If you want to save a bit of tonnage, a 280XL is a nice sweet spot in weight and speed as well, you could throw 6 MLs on the Jenner with plenty of heat dissapation that way.
It's ultimately your Jenner though, so find what works for you.

Is there a way to set the weapon groups in the mechlab?

Nope
Not at the moment at least. This request has been made several times now, and was answered in a past askthedevs article as "maybe with UI 2.0"

However, you can launch into the "testing grounds" and set up your controls in-game. You could also do this during a real match though there are usually enemies shooting you then.

Like the man says, not presently. But if you want to fiddle around with which groups are best, you can go into the Proving Grounds and it will save your setting.
Another thing that someone else said, but didn't emphasize enough is the 300 XL. Yes, it costs as much as some whole Battlemechs. It's worth it. You need that speed in a light to both maximize your weapon loadout and to properly maneuver and survive.
